This position offers the flexibility of being 100% telework. Remote work necessitates a high-level trust in our employees. The Proposal Manager will report directly to the Director of Proposal and Quality Management and will be the primary resource coordinating all of Valiant’s responses to Federal Requests for Proposals. He/she will work closely with senior leadership, capture/business development owners, other proposal managers, technical SMEs and operations staff.  

 

The Proposal Manager will also be responsible for managing Valiant’s proposal style guide and reusable content library, facilitating past performance improvement interviews with technical and program management staff, developing and executing proposal skills training with Valiant writers and reviewers, helping to develop win themes and solutioning, and partner management.

 

The ideal candidate will have at least five (5) years of proven Federal Proposal Development/ Management experience, strong interpersonal skills and the ability to maintain high standards of integrity within the industry. We are seeking a self-starter and someone with the ability to work independently both within the company to identify process improvements and externally to cultivate relationships. Position Responsibilities include:

  • Provide full lifecycle proposal management, writing support, editing, ensuring compliance, resolving issues, coordinating among key stakeholders, and analyzing solicitations.
  • Lead and participate in collaborative sessions to refine win strategy, competitive assessments, and customer pain points or hot buttons.
  • Ensure a comprehensive proposal knowledge management infrastructure, including development and maintenance of proposal guides, artifacts, templates, writing guidance, compliance matrices, kick-off presentations, schedules, and boilerplate text.
  • Coordinate with the Contracts Administrator and pricing staff on cost and contractual volumes to ensure appropriate inputs.
  • Serve as author of appropriate proposal sections and help design graphic concepts to complement proposal content.
  • Work with technical staff to assist in the design of the technical solution for proposals.
  • Review proposals throughout the review process (Pink, Red, Gold), scoring compliance against requirements and evaluation factors, and provide feedback to improve both compliance and persuasive effect.
  • Implement improvements and enhancements to the proposal management process
  • Envision the entire proposal, tie in the win themes, and facilitate status meetings with proposal resources and partners.
  • Understand and manage the entire proposal from pre-RFP through post-award debrief.
  • Conduct and document proposal lessons learned and implement actions to improve process efficiency.

 

Required Qualifications

  • Bachelor’s Degree
  • At least five (5) years of proven experience managing proposal teams and leading them efficiently in a dynamic, fast-paced environment on moderate- to high-complexity federal government opportunities.
  • ​​Experience managing at least one end-to-end proposal effort for a significant GWAC / IDIQ / strategic sourcing vehicle (e.g., GSA OASIS, CIO-SP4, DHS TACCOM, NOAA NMITS, etc.).
  • Experience leading quick turn-around task proposals under a GWAC / IDIQ / strategic sourcing vehicle.
  • Must work well under pressure and be able to meet deadlines.
  • Strong business acumen, with the willingness and ability to learn additional skills.

  • Excellent verbal and written communication skills
  • Ability to prioritize and manage multiple proposals simultaneously
  • Ability to analyze RFP/RFI/SOW for customer requirements and proposal evaluation factors.
  • Positive attitude and able to work well with others
  • Strong interpersonal skills and the ability to interface with all levels of management
  • Expert Desktop Publishing skills (High proficiency in using Microsoft Word and PowerPoint)
  • Experience/familiarity with Google Apps for Business (Google Docs)

Desired Qualifications/Experience

  • Experience with preparing team for oral proposals
  • Experience developing and managing a reusable content library
  • Shipley and/or APMP certification/training
  • Knowledge of Adobe Creative Cloud Tools a plus (Photoshop, Illustrator, InDesign, Premiere Rush).

Must be able to remain in a stationary position 50% of the time and also be able to occasionally move about inside the office to access file cabinets, office machinery, etc.

Must be able to constantly operate a computer and other office productivity machinery, such as a copy machine, and computer printer.

Must be able to communicate, detect, converse with, discern, convey, express one self, and exchange information visually and verbally.

Must be able to occasionally bend and lift files and papers up to 10 pounds throughout the office space for events and meetings.
