This position is based in the Washtingtion DC Metro area and allows for telework. Remote work necessitates a high-level trust in our employees. To ensure that employee performance does not suffer in a remote work environment, all employees who telecommute are expected to have a quiet and distraction-free workspace with adequate internet, dedicate their full attention and availability to their job duties during working hours, and maintain a schedule during core business hours that align with those of their coworkers and Valiant's clients.  Additionally,  in alignment to the Office of the Inspector General’s effort to eliminate conflicting employment all Valiant employees are required to disclose any current or future outside employment engagements. This is your opportunity to lead the development and implementation of a federal agency Operational Security (OpSec) program. This program must align to the five OpSec processes: 1) identifying critical information 2) determine the threat 3) assess vulnerabilities 4) analyze the risk and 5) deploy countermeasures.  This position forges and integrates the output of Operational Security (OpSec) intelligence analysis methods and risk management processes to assign effective countermeasures, with Security Operations (SecOps) incident response activities to ensure real security is in place within Government systems. The successful candidate will work across our client’s program offices and security divisions to develop, implement, and monitor OpSec processes to meet agency program objectives and reporting requirements. This role involves developing an implementation plan and associated project management artifacts initially focused on identifying critical information requiring OpSEC security controls, developing policies, SOPs, handbooks, performing self-assessments of the operational functionalities of the agency, and running OpSec training for security teams. This position manages agency OpSec Working Group and key stakeholder communications, outreach, and champions the emerging OpSec Program within the organization.

 

The successful candidate will have a strong program management background, excellent oral and written communication skills, and experience influencing, collaborating, and consensus building with federal agencies. The candidate will also have a technical background implementing, overseeing, or working with security technologies that support an information security program. The candidate will have a solid understanding of Operational Security processes including knowledge of network security, conducting threat and risk assessments, and formulating countermeasures to mitigate security risks. This experience is necessary to develop and implement a successful OpSec program that will help our client become more efficient and effective with protecting the organization’s data and its IT systems.

 

The successful candidate will have a good understanding of governance, risk, and threat assessments in order to help our client select effective countermeasures for minimizing potential risks. This challenge involves selecting the right measures to offset risk while keeping budget and security in mind.

 

This position requires strong written, communication, and organization skills.  The successful candidate will work with our clients daily and must be prepared to gather and recommend requirements, and develop solutions using knowledge and experience.

 

Experience Requirements:

  • 10+ years of Information Security experience. This experience must include experience working in multiple security domains in order to demonstrate broad security knowledge. This experience will include experience in many of the following areas:
    • security operations
    • incident response support
    • compliance and risk management
    • security policy development
    • threat assessment and modeling
    • technical writing
    • vulnerability management
    • cloud security
  • 4+ years of experience in security design including identifying critical information, assessing and modeling threats, identifying the impact of threats to the organization and its data, and developing cost-effective countermeasures to offset identified threats and risks.
  • 4+ years of experience leading the implementation of a security program, including the development of strategy, schedules, implementation plans, and SOPs.
  • 4+ years of experience in developing and delivering executive training and awareness briefings 
  • 4+ years of experience facilitating agency meetings, preparing and presenting analysis, training team members, and monitoring and measuring IT security programs or functions.
  • Government Risk and Threat Assessment experience: Understanding of NIST SP 800-53 Security Controls, especially SC-38 Operations Security; NIST SP 800-30 Risk Assessment Guide, and other related NIST special publications. The successful candidate will be required to interpret standards, mandates, and policy requirements and translate them into operational plans and processes.

Education and Certification Requirements: 

  • Bachelor’s degree in Computer Science or a related field, or an additional four years of industry experience. 
  • CISSP, CISM, or equivalent certification
  • PMI/PMP certification

Must be able to remain in a stationary position 50% of the time and also be able to occasionally move about inside the office to access file cabinets, office machinery, etc.
