Position Description

Valiant Solutions is seeking a Program Manager (SOC) to join our rapidly growing and innovative cybersecurity team!

 

As a Program Manager (SOC), you will be responsible for the day-to-day oversight of contractor personnel and Task Order performance, including technical delivery and P&L. You will be responsible for the hands-on technical management of Valiant’s Federal contract engagements, specifically supporting a civilian agency’s cybersecurity operations center. As a Program Manager (SOC), you should be able to execute with limited direction, anticipate customer needs and proactively support those needs, and be responsible for all project deliverables. The ideal candidate will have prior experience working with various technologies and be well-versed in the current state of Information Security for Government clients. The program manager must interface with federal employees and contractors to perform the required activities.

This position is based in Fairmont, WV or Washington DC.

Qualifications:

  • Bachelor’s Degree in Information Technology, Engineering, Mathematics, or a related field required is strongly preferred 
  • Possess and maintain one or more of the following certifications: PMP, PgMP, PfMP, PMI-ACP, PRINCE2 Practitioner, or CSP-SM (Scrum Alliance Certified Scrum Professional - ScrumMaster).  Equivalent industry certifications may be submitted for the above with prior approval.
  • Possess and maintain one or more of the following certifications: CISSP, ISSAP, CCSP, CISM, CISA, GSLC, CCISO, CCAr, CCDE, CCIE, Axelos ITIL Master, or Axelos ITIL Strategic Leader (SL). Equivalent industry certifications may be submitted for the above with prior approval.
  • 10+ years of Information Technology Experience 
  • Experience leading and managing a SOC
  • Experience with industry-standard frameworks (ISO, NIST, PCI) and best practices
  • Experience managing and providing guidance to the SOC team, maintaining SOC personnel shift schedules, and managing and increasing the effectiveness and efficiency of the SOC.  
  • Experience leading the development of incident response plans and SOPs, the creation of customer reports, and the management of the identification, triage, and response of security events.
  • Proven ability to form strong client relationships
  • Excellent interpersonal, interviewing, analytical, and problem-solving skills to address variable situations
  • Strong human relations, communication, supervisory, and time management skills
  • Domain expertise and implantation experience providing best practices and recommendations to support the resolution of project challenges, both business and technical
  • Proven experience leading and executing executive presentations, demonstrations, and reporting
  • Excellent communication skills, both written and oral, to communicate with department executives

Responsibilities:

  • Perform cybersecurity operations management and project management
  • Develop and maintain project plans and ensure project-defined deliverables are provided on time and have been quality reviewed (e.g., SOPs, Configuration Guides, Training Documentation, Project Schedules)
  • Manage and oversee the SOC security functions, ensuring the organization has the right controls, tools, technology, and visibility to respond effectively to cybersecurity threats.
  • Design, implement, and maintain security policies and procedures related to SOC operations and activities
  • Lead and manage the SOC team, ensuring SOC functions such as access control, incident management, response, forensics, and reporting are well coordinated and managed.
  • Provide resource scheduling roster. The roster shall demonstrate no gaps in service, even during personal emergencies or planned non-emergency resource time off.
  • Responsible for team management, personnel scheduling, overall use of resources and initiating corrective action where required for the Cybersecurity Operations Center.
  • Work with external stakeholders to understand operational needs and develop effective processes
  • Maintain a current understanding of industry trends, emerging cyber threats, and new solutions that may impact the SOC environment
  • Work with key stakeholders across the organization to ensure that the SOC aligns with business objectives, mission, and values by developing comprehensive SOC strategies and tactics
  • Participate in routine and periodic status meetings with key customer personnel, at times on short notice, to convey the current status and risks are presented
  • Provide Project management support following industry standards, frameworks, and methodologies to perform a variety of project management functions such as; project management plans, work breakdown structure/schedules, risk mitigation plans, and project timelines.
  • Ensure Service Level Agreements (SLAs), of projects progress, risks, issues, and proposed resolutions
  • Perform review and validation of all deliverables for SOC, IR, Threat Intelligence, Threat Hunting, and other customer-assigned activities
  • Develop policies, instructions, standards, and procedures around security operation functions
  • Provide Metrics and Artifacts supporting audit activities
  • Analyze incident reporting and follow up with reporting sites to ensure a complete picture of the incident is available.
  • Ensure timely and accurate reporting to the client
  • Keep federal leadership appraised of any incidents that could receive additional attention from leadership.
  • Regularly research and recommend new technology trends or tools to bring on board while reviewing the effectiveness of existing tools to ensure that it aligns with existing cybersecurity risk standards.

The salary range for this position is a general guideline and not a guarantee of compensation or salary. It has been benchmarked in relation to the scope of the role, market rate, and internal equity. The salary for this role is expected to be in the $122,500 - $159,500 range. Where a candidate falls within the band can be determined based on one or more of the following: skillset, experience level, achievements, education, geographic location, security clearance, involvement in corporate tasks, and other non-discriminatory factors. In addition to the base salary, this role will include benefits as described above.  Valiant reserves the right to adjust the salary range, experience requirements, and position responsibilities at any time without prior notice.
