The Network Program Manager is responsible for leading all aspects of program delivery and operational excellence for a federal Networks Operations Center (NOC) program. This position oversees the successful execution of complex, multi-site network operations, ensuring 24x7x365 continuity of service. The Network Program Manager maintains a strong client interface at senior levels within the agency. The Network Program Manager ensures that all program tasks meet technical, financial, and schedule requirements while maintaining the highest levels of quality, security, and customer satisfaction.

This position is onsite and can be based in any of the following locations: Springfield, VA, Ashburn, VA, or Orlando, FL. 

 

Required Experience:

  • Bachelor’s degree in a related technical field such as Management Information Systems, Computer Science, Engineering, IT, Networking, or Telecommunications.
  • Minimum of ten (10) years of experience organizing, directing, and managing contract operation support functions for large, complex federal programs.
  • Relevant certifications such as Project Management Professional (PMP), ITIL v3, CCNA, or CCNP.
  • Proficiency in project management, with demonstrated knowledge of security, compliance, and quality assurance principles.
  • Experience managing teams of contract support personnel across multiple locations and maintaining client relationships at the senior leadership level.
  • Ability to oversee technical, operational, and financial performance to ensure program alignment with agency objectives.
  • US Citizenship and the ability to obtain a federal security badge.

 

Responsibilities:

  • Organize, direct, and manage contract operations and multiple complex, interrelated network projects.
  • Lead and coordinate teams providing 24x7x365 NOC/WNOC management support across multiple facilities.
  • Oversee and ensure operational performance of the agency’s network enterprise infrastructure exceeding 14,000 devices, including LAN, MAN, WAN, WLAN, and HSDN systems.
  • Ensure proper management and support for all associated network components, including:
    • Routers, switches, firewalls, load-balancers, DNS/DHCP, proxy, and security services
    • Wireless LAN controllers and access points
    • WAN optimization, video, voice, and cloud technologies
    • Software-defined networks (SDN), surveillance, and cellular systems
    • Network security and emerging technologies
  • Monitor and report on program task schedules, costs, and quality metrics to ensure contract compliance and performance excellence.
  • Develop and maintain technical and financial reports showing project progress and outcomes for both internal management and CBP stakeholders.
  • Ensure quality management processes are followed and all deliverables meet contractual and performance standards.
  • Delegate and supervise subordinate managers and staff to ensure the timely completion of all assigned tasks.

The salary range for this position is a general guideline and not a guarantee of compensation or salary. It has been benchmarked in relation to the scope of the role, market rate, and internal equity. The salary for this role is expected to be in the $100,000 - $150,000 range. Where a candidate falls within the band can be determined based on one or more of the following: skillset, experience level, achievements, education, geographic location, security clearance, involvement in corporate tasks, and other non-discriminatory factors. In addition to the base salary, this role will include benefits as described below.  Valiant reserves the right to adjust the salary range, experience requirements, and position responsibilities at any time without prior notice.
